Game concept · All Under Heaven
Meritocratic Bureaucracy
From the game's encyclopedia
Meritocratic Bureaucracy represents a Meritocratic Realm's level of centralization and the general power that the Ruler wields over their Vassals.
Only the Top Liege can change Meritocratic Bureaucracy. Meritocratic Vassals use the same level as their Liege.
There are four levels of Meritocratic Bureaucracy:
• Autonomous Provinces
• Limited Civil Service
• Centralized Ministries
• Divine Mandate
Increasing Meritocratic Bureaucracy costs an amount of Prestige depending on Realm Size and the ruler's Learning Skill.
