Game concept · All Under Heaven
Japanese Bureaucracy
From the game's encyclopedia
Japanese Bureaucracy represents a Ritsuryō Government Realm's level of centralization and the general power that the Ruler wields over their Vassals.
Only the Top Liege can change Japanese Bureaucracy. Japanese Vassals use the same level as their Liege.
There are four levels of Japanese Bureaucracy:
• Autonomous Governors
• Limited Oversight
• Powerful Ministries
• Centralized Governance
Increasing Japanese Bureaucracy costs an amount of Prestige depending on Realm Size and the ruler's Learning Skill.
