Game concept · All Under Heaven
Celestial Bureaucracy
From the game's encyclopedia
Celestial Bureaucracy represents a Celestial Realm's level of centralization and the general power that the Ruler wields over their Vassals.
Only the Top Liege can change Celestial Bureaucracy. Celestial Vassals use the same level as their Liege.
There are four levels of Celestial Bureaucracy:
• Autonomous Provinces
• Limited Civil Service
• Centralized Ministries
• Divine Mandate
Increasing Celestial Bureaucracy costs an amount of Prestige depending on Realm Size and the ruler's Learning Skill.
