It gives Stress Gain +20%, Scheme Secrecy -10%, Enemy Hostile Scheme Phase Length 10 days slower per Scheme Phase. The script puts it on a character. One place in the game's script adds it: The City of the Mouthless (event fp3_yearly.8036). Patch 1.20.1.2, from game/common/modifiers/01_dlc_fp3_modifiers.txt.
