A Poor's Oath Fulfilled (modifier ID oath_provide_for_the_poor_province) is a named modifier in Crusader Kings III, in the Coronations files. It gives Development Growth +5%, Holding Taxes -5%. The script puts it on a province. One place in the game's script adds it: Provide for the Poor (decision). Patch 1.20.1.2, from game/common/modifiers/10_ach_oath_modifiers.txt.
