Administrative is a government type in Crusader Kings III; its rulers hold castle holdings. Ruler modifiers: Levy Size -50%, Feudal Vassal Tax Contribution -50%, Feudal government levy contribution -50%, Clan Vassal Tax Contribution -50%, Clan Vassal Levy Contribution -50% and 9 more. Its laws: Imperial Bureaucracy, Provincial War Declaration, Provincial Border Policy, Salary Budget Allocation, Ministry Budget Allocation and 1 more. Administrative is a Bureaucratic Government Form that appoints Characters as Governors, to manage and preside over land, called Provinces, on behalf of their Liege.
Administrative Characters have access to Influence and some also have a personal Family Estate.
Only Independent Rulers of an Administrative Realm have Legitimacy, while Vassals do not.
Governor Vassals cannot declare War against each other — Instead, they are encouraged to spend Influence for Appointment Succession Law and use Schemes to acquire Titles
Administrative is a highly centralized government, where power mainly resides within the capital. Birthright, while still important, is not as prominent as in a feudal realm. With enough skill and ambition anyone, even from the most humble of origin, may rise up to become an influential governor or make a play for the throne and become emperor.
