Tribal
Tribal is a government type in Crusader Kings III; its rulers hold tribe holdings. Ruler modifiers: Title Creation Cost -50%, Army Gold Maintenance -50%, Feudal Vassal Opinion -20, Clan Vassal Opinion -20, Republic Vassal Opinion -20 and 2 more. Its laws: Tribal Authority. Patch 1.20.0.3, from game/common/governments/00_government_types.txt.
Tribal realms have stunted county Development, cannot advance past Tribal Era Innovations, cannot construct new Holdings, and are usually unable to change their Succession Law.
However, they can make use of Prestige rather than Gold to build their realms and hire Men-at-Arms, and have access to more Casus Belli compared to Feudal Realms. Non-Tribal armies suffer a Supply Limit penalty in hostile Tribal territory.
In the tribe, strength means everything. A tribal leader depends on respect and renown rather than coin to develop their realm and bolster their armies.
