All Under HeavenWanua is a government type in Crusader Kings III; its rulers hold tribe holdings. Ruler modifiers: Title Creation Cost -50%, Embarkation Cost -100%, Maximum Domain Limit +2, Maximum Vassal Limit +2. Its laws: Tribal Authority. It needs All Under Heaven. Patch 1.20.0.3, from game/common/governments/00_government_types.txt.
The Wanua Government shares weaknesses with the Government, but also have reduced Domain Limit and Vassal Limit. While they use Gold to construct Buildings and recruit Men-at-Arms, they earn very little Gold from Buildings.
However, they can Barter, Raid, and have synergies with the Mandala Government Government as they gain Legitimacy from being a Tributary.
