Arranged Festivities (modifier ID ep3_governance_festivities) is a named modifier in Crusader Kings III, in the Roads to Power files. It gives Holding Taxes +5%, Control Growth +10%, Popular Opinion +25. The script puts it on a county. One place in the game's script adds it: hoarding_mayor (contract). Patch 1.20.1.2, from game/common/modifiers/07_ep3_modifiers.txt.
