Rats Eradicated (modifier ID rats_eradicated) is a named modifier in Crusader Kings III, in the Legends of the Dead files. It gives Popular Opinion +5, Development Growth +10%, Plague Resistance +50, Development Decline -50%. The script puts it on a county. One place in the game's script adds it: Do Something! (event epidemic_events.5000). Patch 1.20.1.2, from game/common/modifiers/06_ce1_modifiers.txt.
