Great Builder (modifier ID great_builder_modifier) is a named modifier in Crusader Kings III, in the Wards and Wardens files. It gives Holding Construction Time -20%, Building Construction Time -20%, Holding Construction Cost -5%, Building Construction Cost -5%. The script puts it on a character. One place in the game's script adds it: Stone, Iron, Clay, and Wattle (event bp2_yearly.6050). Patch 1.20.1.2, from game/common/modifiers/05_bp2_modifiers.txt.
