Back to the Fields (modifier ID ep3_peasant_workers_modifier) is a named modifier in Crusader Kings III, in the Roads to Power files. It gives Holding Taxes +20%, Popular Opinion -20, Development Growth +10%. The script puts it on a county. One place in the game's script adds it: Raiding Peasants (contract). Patch 1.20.1.2, from game/common/modifiers/07_ep3_modifiers.txt.
