Troops on Break (modifier ID ep3_longer_breaks_province_modifier) is a named modifier in Crusader Kings III, in the Roads to Power files. It gives Stationed Men-at-Arms Damage -10%, Stationed Men-at-Arms Toughness -10%. The script puts it on a province. One place in the game's script adds it: Discontent Soldiers (contract). Patch 1.20.1.2, from game/common/modifiers/07_ep3_modifiers.txt.
