It gives Natural Dread +15, Glory Hound Vassal Opinion +15, Parochial Vassal Opinion -30. The script puts it on a character. One place in the game's script adds it: To Lands of Strife (event bp2_yearly.6205). Patch 1.20.1.2, from game/common/modifiers/05_bp2_modifiers.txt.
