Many actions of a Ruler are considered Tyrannical — against the law or religious Doctrine. For example, Imprisoning or Revoking Titles off someone who has committed no Crime is considered Tyrannical.

Tyranny acts as a blanket Opinion modifier for all characters in the Realm.
