State Rite
From the game's encyclopedia
State Rite is the Rite supported and condoned by an Administrative Government. This rite is attached to the Title and not to any one specific Character. It is easier to convert characters in the Realm to the state rite and very difficult to convert them away from it.
Only the Ruler of an Administrative Realm may change the State Rite, but Governors may freely convert to it.
