Game concept
Obedience Threshold
From the game's encyclopedia
The Obedience Threshold is the score that Characters need to achieve in order to be considered Obedient.
The threshold is affected by a series of factors: if they are Close Family of the Overlord, if they are the Primary Heir, their Friendship or Rivalry, their Traits and whether you employ them or not in your Kurultai or Court. Children are more likely to be obedient than adults.
Nomadic Rulers can use the Desperate Times Decision to make everyone obedient, the Impose Obedience Intent during a Hunt to target one character and the Demand Obedience Character Interaction if they have high enough Dread.
