The game also links it as Secular Ruler Puppets.

From the game's encyclopedia

A non-Clergy Ruler that has become Puppet to another Character. Through this puppet, you can meddle in the affairs of other Realms, for example by using Schemes or Imprisonment.

Acquiring a puppet of this type requires at least one of these to be true:

• You are a Clergy Vassal of the target

• You are a Seducer and the target is your Lover, or your Soulmate if the target is of King rank or higher

• You are a Torturer and hold the target in your Dungeon

• You are Family Hierarch and the target is your Close Family

• You are a Diplomat and the target is an Independent Ruler

• You are a Schemer and have a Hook on the target, or a Strong Hook if the target is of King rank or higher

• You are a Gallant and the target is your Spouse

• You are a Diarch of the target in an Entrenched Regency

• You are the target's Head of Faith, Challenger Head of Faith, or Head of Rite
