Council

The Council consists of six Councillors who assist their Ruler in the administration of the Realm. As the heads of their respective departments, they can be assigned various important Councillor Tasks.

Council is an entry of Crusader Kings III's in-game encyclopedia. The game explains it: "The Council consists of six Councillors who assist their Ruler in the administration of the Realm."
