Efficiency Upgrade (modifier ID travel_efficiency_improvements_modifier) is a named modifier in Crusader Kings III. It gives Popular Opinion -10, Development Growth +10%, Building Construction Time -10%. The script puts it on a county. One place in the game's script adds it: The Gracious Host (event travel_events.2025). Patch 1.20.1.2, from game/common/modifiers/00_travel_modifiers.txt.
