It gives Popular Opinion +15, Development Growth +5%, Control Decline +25%. The script puts it on a county. One place in the game's script adds it: Flight of the Tai (event tgp_tai_migration_event.1000). Patch 1.20.1.2, from game/common/modifiers/10_tgp_tai_migration_modifiers.txt.
