Reluctant Recruits (modifier ID reluctant_recruits) is a named modifier in Crusader Kings III, in the Wandering Nobles files. It gives Men-at-Arms Recruitment Cost +20%. The script puts it on a character. One place in the game's script adds it: Rank Disloyalty (event mpo_events_tova.0004). Patch 1.20.1.2, from game/common/modifiers/08_bp3_modifiers.txt.
