Slow Horses (modifier ID nomad_slow_horses_modifier) is a named modifier in Crusader Kings III, in the Khans of the Steppe files. It gives Travel Speed -25%. The script puts it on a travel plan. One place in the game's script adds it: Danger: A Blight Upon the Herd (event mpo_migration_travel_events.0030). Patch 1.20.1.2, from game/common/modifiers/09_mpo_modifiers.txt.
