Minority Persecution Forbidden (modifier ID minority_persecution_forbidden) is a named modifier in Crusader Kings III, in the Legends of the Dead files. It gives Popular Opinion -20, Development Growth +25%. The script puts it on a county. One place in the game's script adds it: Plague Trials: Expulsion (event epidemic_events.1066). Patch 1.20.1.2, from game/common/modifiers/06_ce1_modifiers.txt.
