Small Outpost (modifier ID inspection_empty_lands_border_modifier) is a named modifier in Crusader Kings III. It gives Holding Construction Cost -30%, Holding Construction Time -30%. The script puts it on a province. One place in the game's script adds it: Empty Lands (event bp3_survey.1000). 1 place removes it. Patch 1.20.1.2, from game/common/modifiers/00_wanderer_lifestyle_modifiers.txt.
