Rare Books (modifier ID fp3_rare_books_modifier) is a named modifier in Crusader Kings III, in the Legacy of Persia files. It gives Learning +2. The script puts it on a character. One place in the game's script adds it: Refuge of Light (event fp3_yearly.8019). Patch 1.20.1.2, from game/common/modifiers/01_dlc_fp3_modifiers.txt.
