Capable Magistrates (modifier ID fp3_capable_magistrates_modifier) is a named modifier in Crusader Kings III, in the Legacy of Persia files. It gives Stress Gain -25%, Diplomacy +2. The script puts it on a character. One place in the game's script adds it: Competent Qadis (event fp3_clan.8010). Patch 1.20.1.2, from game/common/modifiers/01_dlc_fp3_modifiers.txt.
