Lightning Stones (modifier ID fp2_lightning_stones_modifier) is a named modifier in Crusader Kings III, in the The Fate of Iberia files. It gives Defender Holding Advantage +5. The script puts it on a province. One place in the game's script adds it: The Wrath of Heaven (event fp2_struggle.3021). Patch 1.20.1.2, from game/common/modifiers/03_dlc_fp2_modifiers.txt.
