Plundered (modifier ID ep3_plundered_modifier) is a named modifier in Crusader Kings III, in the Roads to Power files. It gives Holding Taxes -5%. The script puts it on a province. One place in the game's script adds it: Back in the Bogs (event ep3_laamps.6005). Patch 1.20.1.2, from game/common/modifiers/07_ep3_modifiers.txt.
