Ghostly Outlaw (modifier ID draugr_nithing_fp1_modifier) is a named modifier in Crusader Kings III, in the The Northern Lords files. It gives Popular Opinion -20, Danger +10. The script puts it on a county. One place in the game's script adds it: The Unquiet Dead: Nithing (event fp1_yearly.0063). Patch 1.20.1.2, from game/common/modifiers/01_dlc_fp1_modifiers.txt.
