Conscripted Fighters (modifier ID conscripted_warriors_modifier) is a named modifier in Crusader Kings III, in the Wards and Wardens files. It gives Stationed Men-at-Arms Toughness -50%. The script puts it on a province. One place in the game's script adds it: bp2_yearly.6189 (event). Patch 1.20.1.2, from game/common/modifiers/05_bp2_modifiers.txt.
