Commoners Turned Away (modifier ID commoners_turned_away) is a named modifier in Crusader Kings III, in the Legends of the Dead files. It gives Popular Opinion -20, Plague Resistance +10. The script puts it on a province. One place in the game's script adds it: The Human Tide (event epidemic_events.5004). Patch 1.20.1.2, from game/common/modifiers/06_ce1_modifiers.txt.
