Rulers can Transfer one of their Vassals to another Vassal, as long as the former is of lower rank than the latter. This is a good way of raising a Vassal's Opinion, particularly if the Transferred vassal is De Jure part of their Realm.

Transfer is an entry of Crusader Kings III's in-game encyclopedia.
