A Candidate List contains all potential Characters who are eligible to gain Titles with certain types of Appointment.
Candidates are sorted based on their Candidate Score. Some Appointment Succession Laws use Merit, which will sort the candidates by their Merit Rank first and Candidate Score second.
When the Holder of a Title with Appointment dies, the Title will pass to the highest ranking character in the list. If the character holds a Title already, the Title must have higher a higher Prominence, otherwise it will pass to the next character.
