A Flood is a Natural Disaster which causes growing damage in a large number of Counties. Floods can only occur along the banks of major rivers.

Phases

Warning

Starting phase · lasts at most 0.11 years · can turn into 1 phase

Before many Natural Disasters, signs often precede the event. Whether obvious or subtle, these changes in the environment can offer warning. A vigilant ruler who pays attention may be able to act in time to minimize losses.

Impact

Phase · lasts at most 0.08 years · can turn into 1 phase

As disaster strikes, the ruler's preparations will be put to the test. Regardless of efforts, fatalities are likely, halting progress in the area. The region will enter a period of instability due to the loss of Development and damage to existing infrastructure.

Recovery

Phase · lasts at most 15 years

After the impact, rebuilding the region, sometimes through a Great Project is imperative. A perceptive overlord will also take measures to aid in prevention, lest another Natural Disaster strike again.
