Watchtower Guidance (modifier ID watchtower_guidance_modifier) is a named modifier in Crusader Kings III. It gives Travel Speed +10%. The script puts it on a travel plan. One place in the game's script adds it: Sentry of the Silent Dunes (event travel_events_oltner_2.1090). Patch 1.20.1.2, from game/common/modifiers/00_travel_modifiers_oltner.txt.
