Painfully Slow Travel (modifier ID traveling_slowly_modifier) is a named modifier in Crusader Kings III, in the Tours and Tournaments files. It gives Travel Speed -25%, Travel Safety -10. The script puts it on a travel plan. One place in the game's script adds it: Danger: Fragile Passenger (event travel_danger_events.9060). Patch 1.20.1.2, from game/common/modifiers/00_ep2_travel_modifiers.txt.
