Ingenious Engineering (modifier ID tgp_strengthen_capital_engineers_modifier) is a named modifier in Crusader Kings III, in the All Under Heaven files. It gives Building Construction Time -20%. The script puts it on a county. One place in the game's script adds it: strengthen_capital (great project). Patch 1.20.1.2, from game/common/modifiers/10_tgp_modifiers.txt.
