Out of the Rubble (modifier ID tgp_remove_debris_modifier) is a named modifier in Crusader Kings III, in the All Under Heaven files. It gives Popular Opinion +10, Building Construction Time -5%. The script puts it on a county. One place in the game's script adds it: Destroyed by Nature (contract). Patch 1.20.1.2, from game/common/modifiers/10_tgp_natural_disasters_modifiers.txt.
