Extra Tariffs (modifier ID scheme_extra_tariffs) is a named modifier in Crusader Kings III, in the All Under Heaven files. It gives Scheme Success Chance +15%. The script puts it on a scheme. One place in the game's script adds it: …: Closed Roads (event coerce_tributary_ongoing.0001). Patch 1.20.1.2, from game/common/modifiers/11_tgp_mandala_scheme_modifiers.txt.
