Speed is Ruthlessness (modifier ID scheme_apa_positive_2101_modifier) is a named modifier in Crusader Kings III. It gives Scheme Phase Length 5 days faster per Scheme Phase. The script puts it on a scheme. 2 places in the game's script add it, among them scheme_apa_positive.2101 (scheme) and My Hat! (event feast_default.3010). Patch 1.20.1.2, from game/common/modifiers/00_scheme_modifiers.txt.
