Safe Routes (modifier ID safe_routes_modifier) is a named modifier in Crusader Kings III. It gives Travel Safety +10. The script puts it on a travel plan. One place in the game's script adds it: Path of Rivalry (event travel_events_oltner_2.1170). Patch 1.20.1.2, from game/common/modifiers/00_travel_modifiers_oltner.txt.
