It gives Prowess -20, Seduce Phase Length 10 days faster per Scheme Phase, Diplomacy +3. The script puts it on a character. One place in the game's script adds it: Civil Discussion (event travel_events.1204). Patch 1.20.1.2, from game/common/modifiers/00_ep2_travel_modifiers.txt.
