Scarce Water Supplies (modifier ID no_water_modifier) is a named modifier in Crusader Kings III, in the Legends of the Dead files. It gives Travel Safety -50. The script puts it on a travel plan. One place in the game's script adds it: Danger: Carrion (event epidemic_events.3010). Patch 1.20.1.2, from game/common/modifiers/06_ce1_modifiers.txt.
