Secured Against the Storm (modifier ID mpo_storm_shelter_modifier) is a named modifier in Crusader Kings III, in the Khans of the Steppe files. It gives Popular Opinion +25, County Fertility Growth +10%. The script puts it on a county. One place in the game's script adds it: Riding the Storm (event mpo_nomads_season_events.0001). Patch 1.20.1.2, from game/common/modifiers/09_mpo_modifiers.txt.
