Religious Ruling (modifier ID lay_ruler_issued_fatwa_modifier) is a named modifier in Crusader Kings III, in the The Fate of Iberia files. It gives Head of Faith Opinion -10, Religious Vassal Opinion -5, Monthly Prestige +25%. The script puts it on a character. One place in the game's script adds it: A Dietary Dilemma (event fp2_yearly.8002). Patch 1.20.1.2, from game/common/modifiers/03_dlc_fp2_modifiers.txt.
