It gives Direct Vassal Opinion -10, Intimidated Vassal Tax Contribution +20%, Terrified Vassal Tax Contribution +20%. The script puts it on a character. One place in the game's script adds it: Bleeding Them Dry (event fp3_clan.8008). Patch 1.20.1.2, from game/common/modifiers/01_dlc_fp3_modifiers.txt.
