Confiscated Lands (modifier ID ep3_land_confiscate_modifier) is a named modifier in Crusader Kings III, in the Roads to Power files. It gives Domicile Building Construction Time -10%, Domicile Building Construction Cost -10%. The script puts it on a character. One place in the game's script adds it: Public Land (contract). Patch 1.20.1.2, from game/common/modifiers/07_ep3_modifiers.txt.
