Crowd-Carried Legend (modifier ID emperor_chariot_race_legend_speech_modifier) is a named modifier in Crusader Kings III, in the Roads to Power files. It gives Legend Spread Chance +20%, Level of Influence Impact +20%. The script puts it on a character. One place in the game's script adds it: The Giver of the Games (event chariot_race.0200).
