Send Friendliness (modifier ID debug_max_popular_opinion_modifier) is a named modifier in Crusader Kings III. It gives Popular Opinion +500. The script puts it on a county. One place in the game's script adds it: Take Action In Every County (interaction). Patch 1.20.1.2, from game/common/modifiers/00_county_modifiers.txt.
